If Max's comments need clarification: the risers are the things that hold the handlebars to the chrome triangular thing (triple tree) beneath them. You're gonna need an allen wrench (7mm if memory serves) to loosen and tighten the bolts. A torque wrench wouldn't be a bad idea when tightening, but it's not absolutely neccessary.
